•Mexico is under review by the universal human rights system
•Civil organizations present reports in Geneva on the current human rights crisis in the country.

In February 2009, Mexico will be reviewed by the United Nations Human Rights Council in Geneva, in the framework of the fourth session of the Universal Periodic Review (UPR) that is applied to all State members of the UN every four years.

Today, 15 September, civil society representatives are in Geneva presenting reports that form contributions to the dialogue between States and that allow for advocacy towards the Mexican State to act on its urgent human rights situation.

Participants in the side event today convoked by the Obra Diakonie and the International Commission of Jurists are: The Miguel Agustín Pro Juárez Human Rights Center (Center Prodh), the Human Rights Center of the Montaña “Tlachinollan” and the National Network “All Rights for All”. A process of advocacy begins from now until June 2009 when the Mexican State accepts recommendations and commitments from the UPR.
Civil society organizations that work for the promotion and defense of human rights in our country, united below the slogan “Without human rights there is no democracy: Mexico before the UPR” and using the mechanism that permits participation of civil society; have submitted four reports as contributions to this process.

These reports address the general problematic of human rights in Mexico, as well as the alarming militarization in the country and the criminalization of social protest, economic, social and cultural rights and problems in environmental commitments.

The central problems that are reflected throughout all of these reports remain constant: Impunity as a constant barrier to democracy in Mexico; grave defects in the access to justice available in Mexico; the failure to align Mexican legislation with treaty obligations; widespread criminalization of social protest as a repressive response of Mexican authorities. These violations are backed up by an economic development model that has polarized Mexican society.

These civil society reports clearly show the deficiencies in Mexico´s transition to modern democracy. Mexican human rights organizations highlight that Mexico continues to suffer a “schizophrenic policy” that allows for it to incoherently sign and ratify international instruments and maintain strong diplomatic relations, while internally maintaining a complete disrespect for the human rights of its citizens.
